Becoming a werebeast.

Is it currently possible for a player character to become a werebeast, and if so how?

Easy, get bitten by one without getting killed.
Surviving that however... is another matter...

No, it's not easy. Finding a werebeast in itse werebeast-form counts. Even then the werebeasts may not be in their lairs or there may be that terrible leather bug making game lag.

Also, surviving from the bite of raging monster.

As stated. It's easy to get bitten once you have found it.
Surviving that of course is not easy.

find a werebeast in human form and cut off their arms and legs 1 at a time, moving away and waiting when necessary so they stop bleeding and heal. Then knock out their teeth so they cant bite you. Use sneak and stockpile food in their lair by hunting animals in the surrounding area, poking them a bit for their blood when youre thirsty.

Live in the lair until they transform and then fight them and try to cripple them but let them bite you. Its rather hard to do it and survive if your a newer adventurer though, since new adventurers (particularly peasants) give into pain alot and the bite may be too much. You just need to get away and sneak after getting out of vision and sleep 1 hour, you'll transform too since its the same day and then they'll be friendly and you'll be fully healed.

Much easier to just break all their joints with wrestling. Less blood, less likely to accidentally kill them. Bring some berries and fill your backpack with water and you should be able to last a month of six hour sleep until the first full moon at which that wrestling skill should come in handy. If it bites your leg or your upper/lower body or your head, break its grasp. If it bites a hand/arm, let it shake and tear into the flesh and break the grip and flee. The last bit is important or you will surely die.

This one has the nice added benefit of leveling up your wrestling, raising your attributes, and giving you a strong weapon for later. Chokeholds are quite often the easiest way to defeat high level bandits.

One has to be mindful of that sort of werecreature you happen to be fighting too really strong/big types (such as weremammoths) can tear you apart if they get a grip even when you're well equipped to take them on even in he wrestling department. If you just want to become one just for the once per month healing benefits or just not actively to cause full moon mayhem, letting a wereraccoon or a weregecko get you instead of the big hulking werebear or wereelephant will lessen your chances of being killed. If on the other hand, you are going for sheer moonlit mayhem, you might want to avoid the 'weaker' ones. Preparing for the transition is one of the keys to success.

My most useful advice on this question:

Ask for as many quests as you can until you get one that involves killing a werecreature. Note the target's name somewhere and remember where the lair is/where the questmarker locates the target.

Then just do the other quests you got and regulary check the moon (W). And try to stay near the lair, otherwhise full moon will be already gone if returning takes too much time.

This is my method of becoming a werecreature since it has many advantages. Instead of mindlessly waiting you train your skills and actually play the game. With higher skills getting the bite is easier,too.
