I was just being raided, and it was at a safehouse with no fighting people, so I gave up and they killed everyone.

Are you sure it was the police?  Many other groups can raid your safehouses, but only the Police (and by Police I include the National Guard, who are assisting the Police) and Firemen will arrest your liberals.  Everyone else just kills everyone regardless of surrender.

National Guard: Repelling Police Raids.
CIA: Stealing CIA Data, Attacking Intelligence HQ.
Firemen: Publishing The Liberal Guardian.
Corporate Mercenaries: Publishing Anti-Corp Data, Attacking Corp HQ and CEO House.
CCS: Existing.

You aren't going to last very long in LCS if you skip things.

Angry Mob: Attacking AM or Cable Station.
National Guard might also attack if you attack the Army Base, or it might even be the regular army.  I've never successfully assaulted the Army Base enough to find out.

Are you sure?  I swore that after assaulting the Cable or AM station enough times, an angry mob attacks the LCS.  Unlike the CCS, they are armed with mostly pitchforks and torches, and if you surrender to them, they mutilate the bodies.

I've spam attacked the Radio Station/Cable Station, but I've never had the mob come to my safehouse, just the site itself.

Yes. Publishing those will get mercenaries knocking at your door, and they'll execute you all if you surrender.

The Hardened Mercenaries are very tough, though. They're as heavily armored as possible, have assault rifles, and I've seen them keep firing after having multiple limbs blown off. Luckily, they're actually a CCS spawn, not a Mercenary spawn.

Though we should probably tell Jonathan to fix that when he gets back to LCS.

Nah, you just need more liberals.  Thirty liberals with various small arms and a few sets of various armor can trash most foes.
