I think the issue is that it's buried in a chunk of what looks like standard flavor/explanation text, so people tend to skim over it unless they're specifically reading everything.

Nope. Even if you put relevant info as 0th point, bold it and make its font larger, people are still going to miss it. Coughrevolvermafiacough.

I think you should check whether everyone is still alive. Think, for example, asked for a replacement in BYOR, so he may not be avalible for this game.
