This usually only happens for large bodies of water like underground lakes. If you get that water flowing somehow then of course the fluid-volume-numbers start moving around a lot. Later on after you stop the flow, you expect everything to eventually fill up to 7/7. Usually there's a few 5's or 6's left over though, and after some time they stop moving completely. Stationary concavities in the surface of the water. Why does that happen? Shouldn't they continue random-walking or something until they reach the map edge?

Could they be draining nearby through ramps, open space, stairs or something?

These holes in the water mark the position of underwater cave trees. Such a tree can't be covered with 7/7 water unless it is generated like that at start.
