How are attributes increased throughout the game? I know juice levels do it, but what else?

Just juice, in most cases. Wisdom can be bumped by Arch-Conservatives attacking your people, and I believe Heart drops from executing hostages, but other than that stats are fairly immutable, if I recall correctly.

Do I lose the game if my wisdom is high enough or my heart is low enough or does it just make things harder?

I don't think your founder can turn (at least it's never happened to me), but your other Liberals can go Conservative if their Wisdom gets higher than their Heart, at which point they leave. Heart also drives Music stat, so it can make things harder on your guitarists if they lose it.

EDIT: I forgot that people change stats when they age. Mental stats go up while physical ones go down. That said, it happens on such a long timescale it's not usually a problem.

Very neat.

You don't become conservative if your Wisdom exceeds your Heart, it just makes it more likely to happen during psych attacks. The most important age stat change is Health, which rapidly decreases in characters over the age of 70 until they die.

Ah, I hadn't realized. I guess I had it happen every time the two stats switched.

I think it does happen every time, if the swap happens because you're in combat against people using persuasion attacks. You can actually directly recruit Conservatives with very high wisdom and low heart if your persuasion or seduction are high enough, and they'll be perfectly loyal for most purposes... just don't let them get hit by a persuasion attack, or they'll have a crisis of conscience and flip instantly.
