Make a burrow comprising the hospital and the wounded dwarf. Set the civilian alert to it. It won't make them rescue the dwarf, but it'll leave their jobs open for when the Rescue Wounded job comes up again.

Does the wounded dwarf have any orders active in the squad menu? I don't know if it makes a difference for dwarves that need to be rescued, but I think I've seen dwarves who can walk themselves to hospital do so only after their explicit orders are cancelled.

Honestly at the time, I didn't see what could go wrong with crowding 80 military Dwarves into a small room with a necromancer for the purpose of making bacon.

Is the hospital full? If so just build more beds in the hospital.

Are the other dwarves somehow prevented from coming outside (whether by locked door or burrow restriction)?

If not, then just remove all labours except recover wounded from a bunch of useless dwarves and hope for the best.

Well one of my dwarves has had her artieries torn for a while and my doctor isnt recommending some sort of treatment for it.
She keeps sustaining minor injuries everyday.
How do I fix this?

Sustaining minor injuries every day? How so?

Torn arteries are actually not a problem so long as the dwarf isn't leaving pools of blood wherever they go.

Apparently still having Torn arteries include everyday pain and no bleeding.

Is this due to some syndrome? From a FB or titan or evil rain or something?

I've seen a dwarf permanently in hospital because of a necrosis syndrome that made his feet constantly rot. The surgeon kept going over and removing the rotting tissue every few days, but then the feet would start rotting all over again.

No syndrome at all.
