Would goblins born in your fort be counted as members of your civilisation or as members of their parents' civilisation?

So goblins born on the map count as friendlies? Or do they count as wild animals?
I ask, as my understanding is if they are friendlies i can't cage trap them, nor kill them with weapon traps, so I will need a more complex system for maturation and harvesting.
The mothers will also be hostile towards the children, so i will need some way to separate them. I am assuming the children will run away?
