It is just that I know I could make some fine phalanxes with the aid of our orcish ally over there, if you are low on scholars, how can you afford to make archers in the first place

We do need some archers, but to end the war quickly we need more phalanxes, In addition phalanxes are better for defending civilian squads, not that we have many of them at the moment
