Maybe they do and it just takes a VERY long time. Far longer than the clothes anyway and I think the bins kind of get cycled in and out.

I don't have a problem with accquring clothing either (either through the sieges or clothing industry) and seems like the dwarves will grab it whenever. The real problem is that the worn clothing get put into the same stockpile as the unworn coblin crap.

I dug down to the magma and dumped everything by designating the hole as a garbage dump.

It's working pretty well so far.
