My broker, who is also a fisher, completely ignores the fact that I've assigned him to a burrow that includes only the trade depot and continues fishing outside and I don't know why.  The only workaround I've found, aside from turning his fishing labours off every time, is to use a civilian alert to restrict everybody to the burrow, and then he'll go and trade quite happily.

You do have trader requested and only broker can trade on right?

Yes, because if I order a civilian alert to restrict everybody into the trade depot he will go and trade quite happily.

Just give up and have him be ONLY a trader. It's the only solution which works for me

I always have one dwarf that is JUST the broker, manager and bookkeeper .

Maybe you've accidentally added him to another burrow? A dwarf assigned to multiple burrows can take a job located in just one of the burrows.

Noble related tasks are incredibly low priority due to a bug. Disable all his labors (especially fishing, since risky jobs have naturally higher priority, of course). Sometimes I have to create a one-man squad specific to him and force him to station in the depot.
