I would love to have some towers or second floors at least, but I'm doing good without z-levels in general.

DF is a world simulator. 
RW is a colony RTS.

no? world simulation is the background where the gameplay happens, world simulation is not part of the gameplay itself. fortress mode is a colony sim with rpg elements.

In RW, you click on the pawn and click to a tile, move here.   
In DF, you select the squad/individual dwarf, click on a tile, move here.

Which one simulates a command to go here, and which one you hope it goes here?

that still doesn't make it a world simulator.

and you can move dwarf individually to their immolation, just because the ux for burrowing it is inconvenient it doesn't mean the option to send a dwarf wherever is not there....

Also pawns in rimworld can and will ignore your orders if they hit a mental break while drafted or under a few other circumstances. I had one start losing his shit mid-combat because the combination of bad weather, pain from wounds and fighting in the dark made him so upset he decided to do a "sad wander", breaking out of the drafted state and dropping his weapon to wander around the battlefield

One should also make a difference between what DF was back when it started the genre, compared to what it is now. Significant amounts of the world simulation are late additions to the game.

DF is an ongoing development.  From the many interviews I saw, Tarn wants to sim a world and put players there interacting with said world.

exactly. players interact with the world, the game is not about stimulating worlds

sim earth is a world simulator, for reference. the world simulation aspect is the gameplay, not the scenery.

Yes, but DF "created the genre" back when it wasn't what it is today.

Dwarf fortress is absolutely simulating a world, what are you talking about...  The whole point of the game is interacting with the simulated world (albeit in a way that only recently became a big thing for fort mode).

And Rimworld is the same in that regard, is it not? May I remind that DF wasn't a World Simulator until the update where world gen was "unfrozen", and that was only a little time ago. Before that it was very much a Colony Simulator (beside the Adv. Mode aspect) before everything beyond the Fortress did not react or change. From the get go with Rimworld it was a World Simulator since factions could do and react to stuff since the beginning.

Also not only that with the Storyteller AI system does essentially make it a World Simulationist game.
