this is the only mod you're using? nothing there immediately jumps out at me; among other things, the depth and the [EVIL] and [BIOME:SUBTERRANEAN_LAVA] tags would all restrict the vanilla dwarf civ from using any products from this creature at embark (i think)

I've got a undead civ I'm working on but that wasn't implemented when I made the game. Along with some other creatures but none of them can breath fire/are modded from creatures that can breath fire, unless humans and snakes can.

as i mentioned before, the most likely cause is an item made of a material with a low ignite point or high fixed temperature, which has nothing to do with fire breath. what are the other creatures?
