Construction completed while magma occupied site

I did several searches and I was unable to find any previous post on this topic.

I'm using vanilla 34.11.

While pumping the ocean into a volcano I built a central staircase to reach the bottom.  The staircase reached the top of the magma before the draining was complete.  I was unable to designate a staircase while the magma occupied the worksite, but as with breaching aquifers it's all in the timing.  When a new chunk of obsidian was created it left a hole.  After many attempts I was able to designated another up/down stair to be built in the same level as the magma.

I assumed that I would get several job cancelations until the magma drained another level down.  What I did not expect was the job completed as if there was nothing blocking the site.

Has anyone encountered the same with building a stairs down into a level with 2+ deep water?

I want to make sure this is a bug with magma before submitting a bug report.
