[2,20(19,11),17] Phillip was caught in a trap by a fiendish villainous Tinker, with a teleporter alongside himself in his cage and family in another. Both cages were suspended high above the ground, and he had to choose a button to press. One would drop him, one his family, and one would detonate a bomb. No one knows why this happened, and frankly I'm not interested in getting into how. He triggered, gaining the ability to alter others' powers. He started with simple power enhancement, used to escape, but has managed to expand slightly to other kinds of manipulation--although he does enhancement best. Said enhancements are not terribly significant, but they are important. He also feels overwhelmed when using his powers, hearing half a dozen voices in his head, one stronger than the others, with a few minor ones in the back. Furthermore, his power is sometimes stronger or weaker; he isn't sure why.
Julius Kingston:
[3,14,6] Julius was kidnapped by some locals called the Bones while in Toronto and beaten, breaking every bone in his body. He was left in a storeroom of assorted oddities, hoping to recover...thankfully, he did. Whilst starving, he heard a noise. It looked like Death, a great skeleton coming to take him. This was the last straw; Julius triggered. This man finally killed him...but Julius did not stay dead. He returned, in a new body. This power is imperfect, however. He comes back a little different than he went down. Needless to say, this power has gotten him a bit of attention...(or will if you're imagining this happening right before Naga's attack.)
Bethany Culvers:
[4,7,13(22(22 ahaha),6(heh))] Ooh, this should be interesting.
Bethany was finally arrested once too many. Her mother, sick of this, locked Bethany in her room in a frantic and poorly-thought-out attempt to control her daughter. She regretted it within hours, but by then Bethany's attempts to reach the window in her room ironically blocked off the door. Bethany began to worry herself to insanity, wondering how long until she cracked, or died from thirst, or hunger. By the time she was rescued from her room, she had triggered, and lashed out at her rescuers. That was how she discovered her power--she summons people from some other dimension, but not normal people. People with deformities, sometimes powers. Bethany knows she could bring ever-so-many into existence, but fears what would happen if she overcharged her power like this...

And then I realized that you were trying to be a Torontoan. Well, let's say you triggered in the destroyed shelter.
Alex Shater

Alex made a mistake when he hurried from train to train. He got stuck between train cars, crushed, barely alive. Hours later, they found him...with a moronic mistake marking his near-demise. There was a silver lining: He did not die. Instead, he got powers. Largely, he has regeneration, albeit regeneration that scrambles his head when used, making him violent, sadistic. In addition, he has flight and low-level super strength. Not a bad list of powers.
Sam Kerins
[4,1721,17] Sam was unlucky enough to be in the area of an attack by a superhuman gang. They drove civilians into a mob; Sam, not being the biggest person, was tossed to the ground and trampled. On what could be considered a bright side, she triggered. She felt the air, really felt it. She could move air, too. Not much, but knowing she was a parahuman helped. Moreover, the trigger event somehow incapacitated the villains in the gang, making it easier for the heroes to capture them when they arrived!
Signey Bilner

I need to know: Is Signey supposed to be just-for-this, and hence a cape to fly in, or someone sticking around Toronto? If the former, I'd appreciate if you provided a cape like everyone is supposed to. If the latter, you will trigger soon enough. Especially since she rolled the "Swept into the ocean" trigger event.
GamePeople scramble to get ready. Doors open and close in thin air. Much more than one person gets touched by someone through a small one of these doors and then gets a nice shade of brown added to their skin color--Paintcan, enhancing powers. People move out, organize.
Naga strikes. Waves roll over the part of the city near the lake. The damage is immense; even the shelters near the water are affected. No fewer than seven sustain some level of damage, and one near the water is essentially destroyed.
Reinforcements should be coming soon. If nothing else goes wrong.

"Tidal wave damage determined. H8 shelter destroyed. G8 shelter critical. L6 shelter critical. E9 shelter damaged. F8 shelter damaged. G7 shelter damaged. L5 shelter damaged. Recommended that Evac capes, codename Doorlady, immediately begin evacuation of survivors in L6 shelter. Scatterstep suggested to check for survivors in H8 shelter. Naga in Sector G8."In the shelter by Humber Bay, Vlad Kedrov and his family waited in fear. They knew Naga was coming, they knew this shelter was near the water...but the others were too far. What choice did they have, run farther and risk getting caught in the open? This had a chance of survival.
Naga struck. Te tidal wave rolled over the aboveground part of the structure, flattening it along with the rest of the buildings there. Chunks of rubble fell into the underground portion of the shelter, tearing through the roof. Terrible luck in the face of overwhelming power lead to the destruction of Toronto's H8 shelter...but the causes matter not to the poor families trapped within.
Vlad felt odd. He saw serpentine shapes swimming in his vision--was that Naga already? One of the shapes explodes in a burst of light, and they all vanish. Soon, Vlad begins forgetting this vision; within minutes it is as if it never happened. He feels a new sensation, not like he has ever experienced before...
I'll include a cape list in future updates. This took me close to 1 am to write...
