I think a simpler version would work better, combat seems really confusing.
Also maybe try a smaller map.

Where did that happen? You have 2 RecCenters! (both in a forest) I'm going to infer from context (because I don't want to make you redo a turn 2 days after you submitted it) that you meant <15,15>, but you should make these things clear.
I thought building got destroy, not captured.

The trouble is, even with relatively simple maths, it's easy for players to make mistakes and these mistakes become compounded in complex multi-move games. I could see a forum RTS working with simpler mechanics, with every player personally responsible for updating the map themselves.

So for instance, the map could start like this:

This way, the players would never have to wait for the GM to update anything and it could act in real time. The rules would have to be simple enough that players didn't often submit illegal moves.

If it was just 1 unit type, no terrain and a square map, that would be going too far, right?

Yeah, I don't think it should be dumbed down that far. Maybe switching to a square map, sure, but don't go that far.
