It doesn't seem like I can kill it, matter'a fact, there's no "attack" option.
I can actually persuade him in politics, so we can chat more.

As you can see, there is no "attack" option.

I have to admit, part of me likes the idea of a secret boss who is basically the devil disguised as a ceo. You kill him and a hole to hell opens up and you can travel inside to defeat him once and for all.

It somehow fits the game.

It looks like an uninitialized pointer variable.

Basically, the value in the game that tells the game where the character's name is stored never got told where the data it's supposed to point to is actually located, so it's aimed at somewhere random in the sourcecode. The "Why, Lord? Why?" string is a string in the code (one of the death speeches as I'm sure you know), but the other stuff before it is data from the program that doesn't translate well into ASCII characters.
