The grand fleet of RED and BLUE clash once again on the Tyrian Sea. Their orders: Destroy the puny weaklings before them and bring victory to their nation. The captains prepare their battleplans, and give their preliminary orders.

Just thought I'd ask for confirmation of this, but everyone PMs in their special orders at once and initiative order only kicks in once the movement phase starts, right?

 Correct, Selecting Special Orders is simultaneous. Initiative takes effect from movement onwards. However everyone is welcome to give in their turns out of order and then I'll just process them in order.
