Take a page out of the old Varsari Codex and start locking down planets. Just bomb them from orbit whenever they get uppity. Build orbit to ground weaponry platforms in orbit around planets. Nobody is gonna do anything militarywise without getting glassed.

+1 Would vote for as Galactic Overlord, if I was allowed to vote and were a primitive backwater type person living on one of Kevak's planets.
