AFAIK swimming creatures can pass fortifications if the water level is exactly 7/7, otherways it's impenetrable.
So basically you can put almost anything in the pool, if the depth doesn't exceed the safe zone.

Yeah, fortifications are passable only at 7/7.
Set the water to 6/7; I think it still drowns. But that's not !!fun!! at all.

Unfortunately I can't really adjust the water level that well since it's going to be an artificial lake fully filled with water. Also, I think not filling it fully 7/7 would cause lag because of the water flow calculations.
