(Yeah... I had no idea how, but it reverted to before I fought my rival, but I had 6 pokemon on hand and saved over by Mahogany, and the guy wasn't there to block my way. So I had to go back and defeat the rockets in the basement, beat up my rival again, and then I checked my inventory and realised I had the silver wing and keycard and ignored them all and went back up, stomped the grunts leading up to the head executive, and got a second silver wing (which still counts as 1 because no item numbers in key items). Here, I'm gonna skip repeating myself...)
Silver: Alright... Time to deal with the Rockets agai- Wait a minute. There aren't any more Rockets?
Patsy: Crobat! (The sun kept rising and setting over and over again. Maybe time fixed itself again?)
Silver: Maybe... Lets check out the radio tower jsut to be safe...
Director: Hey! Silver! You forgot something! Here, take this Silver Wing!
Silver: I already have on- Wait, where did it go?
Director: Nonesense! There's only one silver wing and its yours now! Maybe it fell off that pokemon in the whirl islands?

Cooltrainer: Hey! The Rockets are gone! Nice job on dealing with them!
Silver: If you were me, even you would slap yourself right about now with how much I don't want to hear that... Is the leader back yet?

Silver: So THIS is the dragon's fang. Its really nothing special... Draco's teeth aren't even this big and that dragonite that Lance had didn't have teeth... And Kingdra, seadra and horsea don't even HAVE teeth... What kind of dragon has these kinds of fangs?

Silver: I wasn't implying it... Anyway, what does the fang do? And why would something with such big teeth stop existing?
Clair: There used to be over four hundred kinds of pokemon in the world, but times pass and things change, and some pokemon stop existing, being either hunted to extinction like Farfetch'd are today, or they just stopped existing due to some circumstances and the destruction of old writings. There's a pokemon called Wobuffet that used to come from a smaller, but stranger pokemon before becoming Wobuffet, but it came to happen that they just hatched out as Wobuffets. Its sad, but it happens. The fang will make dragon type moves stronger. Let your Dragonair hold it
Silver: Did any of that happen when Red nearly destroyed the world?
Clair: No, much before that. Johto was lucky to still hold its native residents. Some places are like kanto; they only have pokemon from there. There are only 245 confirmed pokemon left in the world, as Red ended the lives of four that were the last of their line. And a lot of people deny the existance of others too; Suicune, Entei, Raikou, and even Lugia and Ho-oh are beleived dead as well. I say they're in hiding, keeping away from humans that would hurt them.
Silver: I caught raikou. He wishes to help me in fixing the world, but my only lead is this and Sacred Ash. I was told its called the silver wing and my only direction is Whirl Islands. I was told if I could find the sacred ash, I could revive pokemon that are dead. I want to use it to bring back the ones that Red killed
Clair: The fact you hold Raikou is a feat alone. Take the wing to whirl islands, and hope that you find what you seek. Come back to me when you defeated the Elite Four and proven your strength, and I will help you in restoring the world to its proper state.
Silver: Sounds good. Now to get out of this damn cave... Ember! Dig!

Silver: Oh man... I thought I blocked that Lass's number... Hello?
Professor Elm: Hey! Come by my lab! I got something for you!
Silver: Oh boy... This should be fun...
