No sleep during rest?

I don't know if this has been fixed but why do concious dwarves never sleep while they're resting? I can have a dwarf thats doing okay start perpetuatantruming because he's getting really tired cause he can't sleep while resting... seems that you'd be doing a lot of sleep while resting.
