Enough to recognise a dude casting a psionic attack in a fight when watching from the sidelines, I would think.

Well, I guess it would depend on the GM. 10 for a really easy question? Or 15 for basic? Or higher? ((Also I guess on reflection knowledge psionics might not even be the right skill, it might be psicraft.))

Well, without a trained knowledge check, it's just an intelligence check - so common knowledge at best. Common knowledge seems to be zero in this case (none of the others knew psionics for what it is.)

I'd say Psicraft is used here.
Most people don't know much about Psionics in this world, which is one of the reasons it is so feared. Sometimes, unorthodox arcane magics like warlocks and hexblades are occasionally mistaken for psionics.
