You mean the attack roll? Yes, the target of a crawling tattoo can allow the attack roll to succeed. However, at that point, why not go with a normal psionic tattoo?

Well, that's remarkably stupid and has been over-ruled. If you can make a crawling tattoo, you can make a non-crawling one and vice-versa.

Because a psion fucked up his mummification process. So he's killing every descendant of that psion.

So, is he level four or three? He seems to have the spells of a third level cleric, but only three HD. (Also what's the +6 on his hp?)

That's a good point, if he's Cleric 2 Mummy 1 he shouldn't be able to cast spells like hold person.

Undead use Charisma for bonus hit points, representing a stronger spiritual hold.

It was agreed that he could buyoff the first mummy level, conditional upon giving up its saves, BAB, skills, and such.

Not in 3.5 they don't.

So, essentially, you're getting all of the Mummy racial goodness without the subpar undead Hit Dice. Ok.

Unholy toughness (the undead charisma to HP that you are mentioning) is a thing admittedly, but the only way I've ever seen to get it as a PC (it's normally only available to decidedly not PC available monsters) is to take ten levels in walker in the waste and get it as part of their dry lich capstone. (Or I guess just taking the five LA dry lich template might work as well. Although in most games I believe that five LA is crippling.)
