Omigosh that's beautiful.
It does remind me of Oblivion too!  A lot of the characters seemed to revel in hedonism.  Imperial wealth and all.  Like this well-fed fellow:

Ah, that reminds me. Once while I was doing the quest for the anvil manor, I went to sleep in the bed like normal. Only, I was rudely awakened by a terrible sight; A close-up of the face of the apparition haunting the manor. It scared the shit out of me and I screamed. It commanded "Halt! You have violated the law!" and I wasn't going to argue with that shit. Turns out there was a guard hidden behind it that I couldn't see, and I had gone to bed with a bounty and didn't know I was being tailed.
