So I was playing GTA: SA, and I'd gotten to Las Venturas. I saved after stealing a police van with a 2-star wanted level, and the wanted level was gone after I saved.

I entered the Four Dragons Casino, and right behind the door were two police officers waiting to greet me! They actually shot my character as he was entering the building!

Wierd!

Thing was, my wanted level was zero! When I opened the door (You know the animation when you walk into the building marker, the one where CJ opens the door?), two cops had appeared behind it!

I appeared in the casino, my wanted level zero, the guards didn't shoot at me. Wierd!

They were in limbo behind the door, so they didn't receive the message that CJ was no longer wanted.

They're like that Japanese guy on one of the islands who didn't know the war was finished, and when he was discovered in the '60s they had to get his retired CO out to get him to stand down.

There wasn't just one of those guys, but a whole pile of them on different islands. The three last confirmed ones were in the 1970's, in Guam, The Phillipines and Indonesia. There are more alleged sightings up to the 1990's, but no definitive proof. Although a couple of Japanese soldiers joined the Malaysian communist resistance after the war, only returning to Japan in 1990.
