"Criminal Organizations"

It seems like the nobility of rival human towns just call the groups in charge of other towns criminals--but they have normal titles (no warlords\lieutenants) and they behave like I think any other faction would.

Is this functioning as intended, am I missing something here, what exactly's going on?  Is this because of tribute arrangements?

It's probably more to do with the take over system.

A group of bandits comes into town, kills the local leader and crowns a new leader.

Talk to the townspeople; often they will bring up the recent take over.

May be complicated by the fact I have the Lady with torn arteries in her catacombs for refusing to pay homage to my Lord...
