It's one of the new procedurally-generated metals... you're not likely to find any of it lying around.

Assuming you could produce the item he wants, you would need to install it in *his* personal dining room. Note that items must be installed inside the room to count--this requires rather odd placement of doors, windows, etc.

Fortunately, demands don't result in punishments (unlike mandates) if they're not met, just an unhappy thought for your mayor. If he's not already really unhappy, you can safely ignore it.
