There's different rooms for different uses. Anyone that wants to can make a new room for a new use.
The default room is general chat, and anyone can join. There are a number of rooms set up for different games, and there's also an Idle room for those not interested in chatting.
There's not a lot of population at any given moment, and been quite awhile since the server had over 10 people on at once.
Anyone from B12 is welcome for any reason, as long as they make it known they're from B12.

I can assure you it's been up most of the day, almost every day, until about 5 days ago.
While activity was few and far between, people did still connect.
I would have suggested re-examining your connection details with the info listed in my Info post, but bit late for that.
