Migrants, or lack there of...

I am now in mid-summer 2 years into my fort, and I have yet to see any migrants.  My wealth is in the 45kish range I believe, there have been multiple trade caravans (so access isn't an issue), and I'm not on an island.  Is there something else I could be doing wrong?

Are you using a previous version of the Starter Pack? You need a STRICT_POPULATION_CAP to get migrants, otherwise it's zero.

I am indeed. Do I need to reset the fort to get migrants to work again?  Where do I reset that option?

It's in the d_init.txt file.  [STRICT_POPULATION_CAP:x] is different to POPULATION_CAP, it's an absolute limit to the fort population, both for immigrants and births.
