I think it's the cumulative damage code Toady1 put in to nerf the undead skeletons and zombies, after enough damage is done to a part it eventually is destroyed pulped or shattered.

We actually have that already.
One of the divine liquids:

Booze.

Load into a barrel.
Lob the barrel by mine-cart.

Note: Only effective against foes that naturally ignite things around them.

Yes - the attacks (even the rabbit bites) were causing small fractures that added up.

Because what actually happens in DF is that the alcohol boils into harmless vapors.

Due to an oddity in the way DF calculates attack damage, small targets are often strangely resistant to the attacks of much larger ones.  The wiki page on cavies actually suggests using tiny pets as bait for forgotten beasts due to this.  At any rate, it's an old thing, and not specific to the new version.

However, the cumulative damage system now allows lots of tiny hits to be much more deadly than it used to be.  So it seems that yes indeed, tiny animals are no longer merely bait to stall for time, but are now themselves the perfect anti-titan defense, able to dish out a slow death of a thousand cats while at the same time avoiding all damage.

This is absolutely hilarious.  Now all we need is to make rabbits fearless and war-trainable so they'll tackle the giant monsters themselves.

"Urist McMayor, there is a massive beast coming up from the lower levels!  It has slaughtered our military and is making its way to the inner caverns!  Our weapons are useless!"

"You know what to do.  RELEASE THE BUNNIES!"

When the enemy is over-confident, we must double our concentration.
With concentration, tiny can kill a giant.
Titan is over-confident.
So, He is grab and tried to bite paw and leg.
Rabbit is concentration.
He tried to bite head and body.

It kinda makes sense, if you punch a fly in the air you aren't going to do much damage but if you punch a mouse its gonna get hurt.

Titan beats regular creatures.
Regular creatures beat bunnies.
Bunnies beat titans.

It doesn't make much sense, but it isn't unbalanced.  If you rely on bunnies for defense, goblins will slaughter them.

So... we need to cage forgotten beasts to release on goblins, have bunnies on hand to kill titans, and only send out our dwarves if we're attacked by bunnies.
