Is there a magic tag I can add to queue up lazy dwarves, and visiting elves and humans for slaughter?

Not without DFHack, at least. Even if your civilization was okay with eating sapient beings, you can only slaughter members of your fortress population and I'm not too confident that your own dwarves would appear in the Animals menu.

The best you can do is attack, murder and butcher the bodies, if the ethics values permit.
