Nah, it only appears on embark or when non-elf merchants show up.

Nah, it only appears on embark or when non-elf merchants show up.
Those are two completely different things - caravans bring Wagon creatures, while embarking puts your suplies in a Wagon building.

In theory, you could build one using DFHack, but you can't make them normally.

It's amazing how dwarves can make a stack of bones completely waterproof and magmaproof.
It's amazing how they can make an entire floodgate out of the bones of 2 cats.

And wagon creatures die very easily if you mess with the merchants. I don't think you're supposed to have the stockpiling capabilities of a wagon available to you.

Wagons are pretty weird, the only creature in game that's roughly to scale with the world, allows you to store way more than in a same size stockpile, dies easily, disappears while trading is taking place and reappears afterwards and there used to be even more magical things it could do before toady fixed them.

Animal assistance for hauling is planned though.

Is there a particular thing you were hoping they would be good for, or did you just think it might be cool? If you're having problems transporting items, you might find minecarts, wheelbarrows, garbage dumps, and quantum stockpiles useful.

As a side note, even if you were able to construct a Wagon building, you wouldn't be able to do anything with it - the only purpose it serves, aside from carrying the items you brought during embark, is providing a Meeting Area for your dwarves, and an activity zone can replicate that easily enough.

I almost suspect that for fluff purposes, the wagons become the trade pavilion to trade in, should inclement weather roll in.
