That man strapped this device onto my arm. It's stuck. I don't think anyone could possibly remove it

 [80 vs 36] His eyes bug out. As he whips out his radio, he yells into it, "Evacuate everyone from cell block D and C! Send in a bomb disposal team into cell block E now! Mr. Eddington has attached a possible bomb to a hostage. Now now now!" He begins to back away from you.

Is it best to disarm it here? I mean...if it goes off..it could destroy the building! Surely ere must be an open field somewhere

Those are the original guards who went into the room. They are at double doors, down at the bottom level.
