Why cant by carpenter's workshop find any wood?

I chopped down some trees a while ago and set up a wood stockpile outside my fortress. The stockpile was filled up as expected. I then build a carpentry workshop on z-level below and assigned it to make 3 wheelbarrows. The tasks where canceled because it could not find any logs. But I clearly have logs - both outside on the ground and in the stockpile. So why wont it make the wheelbarrow? The same is true with barrels.

Moreover, I made a need wood stockpile right next to it and the dwarfs are not moving anything into it. Is there something I'm missing?

Or barrows disallowing your carpenter to go to the stockpile areas, possibly also disallowing haulers to bring logs to the nearby stockpile?

Another Poblem could be, if you forbid plant material under Additional Features. Then no logs (wood = plant material) will be stored in your stockpile. I had this problem a time ago.

Oh something else, may you should revise your standing orders (o) -> with (w) you can toggle wood hauling. Eventual this solves the problem.

You didn't forbid the wood right? Or like someone else did a while ago, dump the wood (which automatically forbids it) instead of creating a stockpile.

The wood is not forbidden or dumped, I dont think I have any links set up, I didnt build any barrows, and my dwarfs have standing orders to gather wood. I uploaded my save here

You have sentenced five dwarves to die horribly from dehydration.
Or, in other words, you need to refresh your memory on how stairs work.  :P

Weird... my stairs were working before. Dunno what happened.

But now I cant seem to fix it. I ordered a downward stairway on the upper level, and an  up/down stairway on the lower level. Doesn't seem to work. What am I missing?

Did you get confused between digging out stairs and building stairs? You need to get someone on the upper level with carpentry to build the up/down stairway below them. (Lower level doesn't have any logs)

I've accidentally d-z remove ramp an area which also removes stairs. 
So I needed to b-C and choose the missing down, or up/down, or up stairs needed to be constructed from any block, stone, or log.

I didnt realize the difference. Managed to get that working, but now Im on a different problem.
