Police in Sweden carried out a raid in Stockholm today, seizing servers, computers, and other equipment. At the same time The Pirate Bay and several other torrent-related sites disappeared offline. Although no official statement has been made, TF sources confirm action against TPB.

I'm not sure what to make of this. Is there any reason why they didn't do this earlier?

They did, it's sorta one of those hydra situations. You cut down one torrent site, and it plus one other will regrow.

E: According to wiki the admins actually have backup servers for just this exact situation because of what happened before.
