last time I killed someone who was supposed to be a vampire and was accused of murder...
I've spread some rumors about him but that doesnt seem to have done anything.

Hmm...Not too familiar with the mechanic in DF2014, but in 34.11, the accused would always reveal their vampire identity if accused.

Once accused, the character symbol should change to Ñ.

Spreading rumors only makes people know you killed your opponent. Their reactions will be underwhelming and/or nonsensical since emotions haven't been sorted properly.

Kill him and drink his blood. If you turn into a vampire, he was guilty. If not, try again with someone else.

It sounds like he likes it in his town.  They must all be harboring him and therefore dangerous minions of some vampire cult.
  Obviously you need to cleanse them.  All of them.

he ran away from the town sometime after I accused him of being a night creature. I tried to track him but lost him.

I'm unsure of the rules of what constitutes murder.
that adventurer has a couple of murders attributed to him, most of them goblins.

Well, one solution that now comes to mind is to simply kill everyone.
One of them must be the vampire, right?
