Yes. It may be a bit more pronounced in DF2014, but dwarfs with low armour skill and a ton of equipment slow down a lot in both incarnations of DF.

I keep thinking half a dozen cloaks and hoods is excessive, so lately I have been using this setup:

-Breastplate
-Mail shirt
-Greaves
-High boots
-Helm
-Shield
-Gauntlets
-One hood
-One cloak

That is all. I usually also add clothes under the armor for strict roleplaying (confort!) purposes.

If you don't have high boots, I don't know... does greaves+leggings+low boots work ?

Greaves and leggings cover lower body , upper leg, and lower leg. High boots cover Foot and Lower leg, Low boots cover just the foot. If you have High boots, greaves or leggings are mostly unnecessary, but if you just have low boots, You need greaves or leggings to cover the lower leg.
