What makes the cause of a war be this?

Woe to those who make unjust laws, to those who issue oppressive decrees, to deprive the poor of their rights and withhold justice from the oppressed of my people, making widows their prey and robbing the fatherless. What will you do on the day of reckoning, when disaster comes from afar?

A guess is that playing with hidden history may cause this to appear when the player hasn't discovered the info. Note that I don't play with it hidden, so it's purely a guess.

It's not hidden history. I've seen it, too.

Conflict caused by villainous plot maybe?

(haven't played the current version yet so just a guess)

Last time I saw this mentioned, someone suggested it might be accidental war caused by two civs setting out to conquer an enemy site (a 3rd civ). One gets there earlier, conquers it, then the next civ gets there and carries out the conquest order, causing a war.

Not sure if it's the case, but might be confirmable with enough Legends digging.

I've seen it when one Goblin civ attacks another Goblin civ.

When you open a war in Legends it will randomly select one of the clashing ethics (each time you open it it'll give a different reason). This description would be for when two civs with similar ethics fight each other. Mostly goblins, but humans fight each other too, especially with a warmonger leader.

Having said that, I have an example in my current world. The Molten Conflict. Causes are debated by scholars (and stays the same every time it's opened). Strange thing is, this is a war between goblins and a modded tribe of wolf people and while their ethics are mostly similar, they have differing feelings regarding making animal trophies (acceptable vs unthinkable) and that's used in Legends quite often as a war reason.

I recall seeing this in 0.34 or 0.40, so doubtful.
