Do humans not have phys_att_range tokens and ment_att_range, because I can not find them if they do.

Humans indeed do not have those tokens. As is often the case in RPGs, they are average in attributes. If you wanted to know the average ranges, defaults can often be found on the wiki. In this case, mental attributes default to 200:800:900:1000:1100:1300:2000, physical attributes to 200:700:900:1000:1100:1300:2000.
