What's the protocal

What's the protocol for releasing mods, do you just put the new raws up for download, or do you put the hole dwarf fortress file up?

Most just upload the raws Zipped, Rar'd, or 7-zipped to DFFD and share a link on the release thread. You could attach the whole game with the mod installed for lazy people but that makes a larger DL.
