Only 1 Goblin civ created in 100+civs

I have this persisting problem where only 1 goblin civilization is generated during world gen.

I have modded the game but I left the goblin civilization virtually untouched aside from adding some positions. In total, I have 10 (including kobolds) seperate civilizations.

I have tried limiting other civilizations to have a cap of 10-20 but they are all overridden for some reason. For example, for humans, I put a civ cap of 10 and when I check legends, there's 24 human civilizations of the 212 civilizations that I wanted in-game. And there's also the 94 kobold civs.

Point is, why is there only 1 goblin civ in the midst of all 212 civilizations and why is the civilization cap not working? I don't understand what's going on.

I have already generated several worlds and each have the same problem. Several meaning 5+ worlds.

Dark tower civs are created by the generated demon lords. I suspect you're reducing the number of demon types, and thus reducing the number of those demon lords as well. A higher number of demon types should get you more goblins.

Dark tower civs are created by the generated demon lords. I suspect you're reducing the number of demon types, and thus reducing the number of those demon lords as well. A higher number of demon types should get you more goblins.

I've changed demon types to 1000 and it still comes to 1 goblin civilization generated and 90+kobolds, etc civilizations.

Besides, demon types shouldn't matter because it doesn't affect the number of demons that appear.

Raising the number of types definitely helps get more gob civs. I had been using 5 demon types and consistently got 2 goblin civs, occasionally 3. I raised them to 11 with the same number of civs and everything else and got a few worlds with 4 or 5 gob civs.

Maybe. But for me, its been like this:

12 demon types -> 1 goblin civ

1000 demon types -> 1 goblin civ

I observed lots of time similar problem.
I have modded my game in order to have the default entities + 4 more and removed the subterrenan entity entirely as it has always be useless in all my games due to them doing nothing anyways.
And i observed that despite in my worldgen i have civ 40 , i have    
[MAX_STARTING_CIV_NUMBER:4]
(only kobold is left as    [MAX_STARTING_CIV_NUMBER:1] )

That in my worldgen

despite the  TOTAL_CIV_NUMBER:40 , nearly everytime the game will put only 25 of my main entities civs , while i want 32, meaning there are several entities that will have less than 4 civs (and goblins often get only 1)
Very annoying that while there are max=... settings for the civs, we don't have a min=....

Besides, demon types shouldn't matter because it doesn't affect the number of demons that appear.
It affects the number of demon lords that exist. Those are unique per caste - at most a male and a female version exist. Could you post your goblin entity raws?

I wonder if it's something Toady hardcoded with the dark fortress, it could explain a lot of the frustrating bad results from some of my tinkerings.

I had a custom entity (orcs) that were based on human template, except that it had the goblin defaultsite/like/tolerate token pointing to dark fortress instead of city.

I observed during many worldgen that it never managed to get more than 2 civs while all the other (minus the goblins that were affected by the same problem) were having 4 as i desired and as it should be according to worldgen and entity settings.

As soon as i changed the defaultsite/like/tolerate tokens to city, it got 4 civs at each further worldgen (while goblins that i left with dark fortress continued to get less than desired).

It reminds me of my eternal wars experiment that had the strange side effect to make war so rare that only the goblin civs were willing to attack anyone, but as soon as i changed their defaultsite/like/tolerate tokens to city , they never attacked anyone anymore.

Not a prob, you didn't know but it does look nicer and is easier to copy/paste the whole chunk plus it's easier to scroll through that text box rather than the whole chunk.

I'm still wondering what exactly the number of demons influences with gobs, but as I said, once I raised it from 5 to 11 I went from getting 1~2 of the purple "main" fortresses to 3~4 consistently.

The raws look okay at first glance, and I'm not aware of any limiting factor for dark fortress civs beyond the number of unique demons that exist. I've also never really had a problem getting my three custom dark tower civ plus some goblins, with [DEMON_NUMBER:30]. Weird.
