Oh. I thought it would make sapient beings feel regret and/or guilt by looking at it (or it looking at them).

Wait, never mind, it's working.

Say "Guilty Left Hand", then "Storm Eye". Apologize to the guilty storm eye for creating it, saying that I didn't know that the words would interact that way. Head over to the holiday dragons and ask why they care about which holiday is superior. If they insist on knowing, explain to them that they should settle this in a way other than battle, so that lives are not pointlessly lost. If they don't seem convinced, subtly wave at and/or touch them with my guilt hand.
