Character's nearly done, though I have some questions. How is firing vehicular weaponry handled? I'm assuming it's included in the same skill used to control the vehicle, but if I'm wrong then I'll have to rework my skills since my pilot will fly perfectly but hit nothing at all. And what about the skills/stats that don't have a description, aside from the obvious ones (weapons, stealth)? What are Strength, Smarts and Speed used for?

Mounted weapons count as Heavy Weapons
By that, I mean any weapon on a vehicle not controlled by the driver.
If you're flying a fighter jet, control over the weapons is an air vehicles roll, so you should be fine.

Strength, Speed, and Smarts are sort of all-purpose skills so that there isn't an overwhelming amount of possible skills. For strength, say you're trying to move a refrigerator (first thing that popped into my head). You'll have a better chance of moving it quickly if you have a high strength skill. Smarts is related to stuff like how fast you are able to absorb something you're reading or pass yourself off as a biologist (again, first thing that popped into my head. You may have disguise skills, but without knowledge to back them up you may find yourself in trouble) speed is mainly how quickly you get from point A to point B, especially if you're under fire.

(Overweight characters, both players and NPCs will suffer in speed rolls depending on how far they are above the maximum average weight for someone their gender and height. This is to balance out the fact that weight also determines how much equipment you can carry.)
Other than that, looks okay.

Well, skills-wise, that is.

What's her backstory?
35 seems a little past one's prime to be that sort of death-dealing machine.
And from the ability "literal psychopath," I'm guessing she might be a bit crazy, and while SOF hires shady characters, it's not the sort of organization that would give someone with a mental disorder (and who, from the looks of it, doesn't play well with others) access to military-grade weapons.
You can keep the skills, but would you mind changing Jesse's character a bit?

To be honest, a quick research shows the average age of many Special Forces teams to be =~30+, a 34 year old soldier isn't that unbelievable. If anything, a good ten years of experience would make being a death-dealing machine much more believable then some green guy with a gun.
