Upon utilizing his extensive spy system (which consist mainly of interns and security cameras) and finding out Vigil's plan, Zach will hide all electronics bar his PDA (which is on him at all times) and his headset (likewise). He will then go to the bar again and (gasp) socialise.

And it seems that she spotted him and is flagging him over as well! apparently she wanted to congratulates you for surviving yet another mission.


Also, you do not have an extensive network of spies. If you want to have an extensive network of spies, you're going to have to pay for it.
