A possible solution: Remove Arctic Cool and make Arctic Sniping instead grant a Passive with the same benefits but the drawback of rather than being conditional, just outright making her skip every third turn. The forced activation and loss in flexibility is balanced by the fact that the benefits can be raised through Action Point investment.
Making an entire perk devoted to making a single passive with the side effect of missing out on every third turn?
When the same perk slot can be used to activate a super form, gain two extra stat points every level, or gain one point in a stat every turn?

Not exactly a normal Passive. It is perfectly permissible to sacrifice a Perk Slot to make an Action abnormally powerful, on in this case, have the Passive Action as a representation of the Perk itself. The main reason why anyone would do something like that is because it allows the Perk effects to be leveled up just like any other action. A Perk implemented this way would scale even better than an autoscaling one, since here you'd actually have to upgrade it by showing Action Points into it.

You could just have it as a Perk with the same as the above effect but without representing it as a Passive if you don't like the idea of Action Point investment, but it'll be weaker.

Hell no! Einsteinian Roulette is far easier in terms of stats, you just pick what you want to do based on what each stat or skill gives you access to and then just equip gear, and that gives you options rather than choices. When I say that I mean it's more freeform in that you choose what to d rather than picking from just a set of permissible actions. So for example, there was nothing preventing my Charisma-focused character from just Tinkering up a remote turret and playing cautiously rather than using diplomacy that often.

If I have so say, it's probably just a mixture of intuition, programming-oriented perspective, and experience from Co-GM'ing. Just getting used to looking at a bunch of disjoint objects and figuring out how to optimize them.

Well, no thanks, but I suppose Idou and Chizuru might appreciate it.
Don't forget to make their wedding rings auto-level!

Also if you want Chryssa to still have Retaliation even after it gets nerfed, try copying Mio's Jolt Counter but reducing its power in exchange for making it scale with gross damage rather than net damage.
