ENG would qualify more as The Neidermeyer or Bad Boss than General Ripper. A General Ripper wants to target one particular group or individual at any cost (e.g. General Ross from the Hulk comics).

All we've seen from ENG is threatening to shoot his own allies, which is closer to the Neidermeyer or a Bad Boss than the General Ripper trope. General Rippers CAN shoot their own subordinates, but the main thing is the going after one particular individual at any cost thing.
