Ah, I've already played both of those, so they didn't even come to mind in my search. 

EDIT: I guess I might also be looking at the ability to control a character directly and not having to baby the NPC once sustainability is setup.  (Kek, not really knowing what I want yet.)

Ok, look, there's this EA game called Soulash 2. It's a traditional-ish roguelike murderhobo simulator. You can start a settlement, and invite families of npcs to work in it, or marry one and later play as children. However, I kinda hate this game for how empty the systems turn out to be and for how it wastes your time. So I wouldn't recommend it, but mention it for completeness.

Another game that comes to mind is the, old-ish now, Thea: The Awakening. It might not entirely fit your bill in that you're not as much picking and choosing npcs, as finding/rescuing survivors, so you want to take everyone in. There was Thea 2 as well, with similar mechanics, but it wasn't as good.

Elin certainly fits your definition of kidnapping randomly generated NPC's and making them work in a self-sustaining base, or accompany your controlled main character on adventures.

There's also Matchless Kungfu that recently left EA. It's something between Kenshi and Cultivation Simulator I'd say. Building a following and a settlement isn't the focus but it can certainly be done. It's got lots of weird systems going on and is a Chinese made game so there might be some translation problems when trying to figure out the systems but it's been fairly well received so far and it's got a free demo so it can't hurt to try.

A couple of months ago, a game called The Leviathan's Fantasy, which I've mentioned before probably in this thread, was de-listed from the Steam store. My information on this is unreliable because it's based on various posts and comments, but apparently it was because they were using assets they didn't have the rights to and the publisher didn't want to let them fix that, so it got pulled. They've since parted with the publisher and seemingly redid the assets and re-released it as "Celestial City Fantasy", though the store page labels has it as "The Leviathan's fantasy"(note the "f").

The developers are offering free keys to previous buyers if they send a screenshot of their purchase to them. I haven't played it so I don't know what assets were changed.

Oh nice, Triangle Wizard is not only still in development, it has become Triangle Wizard 2! Now made with Unity.
It's a freeware single dev real time roguelike that has been getting updates for about 17 years. It's fun, addictive and replayable. Expect many YASD

Endless Legend 2

One of my favourite takes on the 4x genre is getting a sequel. Still has one of my favourite visual styles to boot, and it looks like they're sticking with interesting approaches to mechanics here as well. Except this time around it won't be endless winter that's threatening to end you but the receding oceans and whatever is left when they're gone.

I do hope they manage to improve the AI, though.

Hmm, looks like Hooded Horse took over from SEGA as the publisher. That's gotta have a positive effect on the end product.
