The reason for the teacher's lateness becomes evident as soon as he comes into view: they have their face buried in a book, and seem to be passing across the front of the school without looking at the students until a blast of Emi's whistle brings him hurriedly over, book going into one of his blazer's pockets.
"Good morning, freshmen! If you'd care to follow me, we'll get you all inside."
At which he turns and begins walking back towards school, presumably very aware of the daggers Emi is glaring into his back and doing his best to ignore it.

Hitomi wonders why she's leading this parade of people but doesn't slow down to talk to them. Current she's moving at a leisurely stroll and so can't move any slower without stopping.
