conversely if current megas and semi megas are below the starting number they will breed to replenish their numbers.
It's very difficult for this to happen though. Two megabeasts of opposite gender and of the same species need to somehow end up in the same lair for a few years. It's quite rare for this to actually happen, and even then it might not work if the 25% chance of not being attracted to the opposite gender enough to have children also applies to megabeasts in world generation. Because then even if they do end up sharing the same lair, the chance is further reduced by almost 50%.

I have heard of the very rare and very lucky player who gets hold of two rocs and starts a hatchery in fortress mode

It's actually only 5% chance. The 25% is for civs that require marriage before breeding.
