it seems we have a deadlock. If I vote for myself or hector, we will tie (unless votes can be passed between players via indirect support.) what is the system for tiebreaks?

Miyamoto Musashi will be my Eastern General and head of Secret Police. Sir Mellchett will be my Western General and commissioner. I will take General of the Air Force for myself, and leave Grand Admiral open until I have a use for it, or one of the others are useful.
